And there's some truth to that, but it's not for a reason that people want to hear. If you limit the amount of air entering the engine, you can't burn as much gas and you can't make as much HP. So if you restrict your engine to 100 hp at WOT, of course you'll get better gas mileage than an engine that made 400 hp at WOT. Put a restrictor plate on your throttle body and watch your average fuel economy go up. Fuel economy will also go up if you only drove 45 mph. Not the kind of "performance" device you were looking for.
